Ifakara Health Institute (IHI)
POSITION SUMMARY:
Chief of Professional Development will strengthen professional development and performance management to create long-term institutional sustainability. The position guides the following three units: training& professional development, personnel and administration, and circle of fellows. The position requires a broad-based set of skills that includes outstanding analytical, managerial, strategic communications, and interpersonal abilities; broad experience in Human Resources Management with specialization& good in performance management and a deep knowledge in staff training and succession planning, also to maintain contribution from retired staff and collaborators through the circle of fellows.
MAJOR RESPONSIBILITIES:
• Direct daily and strategic operations of professional development department including: personnel and administration, performance management, strategic planning, budget/fiscal planning and management and circle of fellows.
• Formulating, overseeing and enforcing adherence to policies and procedure with regular updates to the policies.
• Take a lead into managing and communicating all changes in the organization.
• Ensure that training and professional development process is implementedsuccessfully to provide and manage customized training services for all Institute departments and projects, initiatives and supporting the training and professional development needs of all Institute employees.
• Collaborate with other department heads within the Institute such as Chief Research Officer, Chief Finance Officer, Chief Operations Officer and Chief Knowledge Officer.
• Collaborate with Institutes ’Thematic group leaders and conduct needs analysis to determine and continuously explore best practices for new training and professional development needs followed by design, development and delivery of appropriate training and professional development opportunities.
• Support Institute-wide performance management, organizational development and continuous improvement of IHI’s Human Resource capacity.
• Direct reporting functions of Professional Development department to meet institutional planning requirements and to inform executive stakeholders regarding the organizational impact of professional development activities.
• Inform stakeholders regularly about the progress of professional development within IHI.
DETAILED RESPONSIBILITIES:
Human Resources and Administration
• Oversee the implementation of Human Resources programs group-wide. Monitor the overall Branch/Site administration with well established standards and procedures. Periodic Identification of opportunities for improvement and resolve any discrepancies.
• Oversee and manage the work of reporting Human Resources staff. Encourage the ongoing development of the Human Resources staff.
• Review and monitor an annual budget that includes Human Resources services,employee recognition, sports teams support, Institute philanthropic giving, and administration.
• Select and supervise Human Resources consultants, and training specialists, and coordinate Institute use of insurance carriers, pension administrators, and otheroutside sources.
• Conduct a continuing study of all Human Resources policies, programs, and practice to keep management informed of new developments.
• Lead and enhancing the development of departmental goals, objectives, andsystems.
• Review departmental measurements that support the accomplishment of the Institutes’ strategic goals.
• Review the preparation and maintenance of such reports as are necessary to carry out the functions of the department. Prepare periodic reports for management, as necessary or requested, to track strategic goal accomplishment.
• Review and administer programs, procedures, and guidelines to help align the workforce with the strategic goals of the Institute.
• Participate in executive, management, and Institute staff meetings and attend other meetings and seminars.
Employment
• Review and lead the standard recruiting and hiring practices and procedures.
• Interview management and executive candidates.
Human Resources Information Systems
• Ensure that effective and updated Human Resource Information Systems including payroll are implemented and that electronic services such as Intranet and Internet are used best to support internal and external communication including recruitment process.
Training and Professional Development
• Define all Human Resources training programs, and assign the authority /responsibility of Human Resources and managers within those programs. Provide necessary ‘capacity building’ and materials to managers and employees including workshops, manuals, employee handbooks, and standardize reports.
• Lead the implementation of the performance management system that includes performance development plans and employee development programs.
• Review an in-house employee training system that addresses Institute training needs including training needs assessment, new employee orientation or on boarding, management development, production cross-training, the measurement of training impact, and training transfer.
• Assist managers with the selection and contracting of external training programs and consultants.
• Assist with the development and monitors the spending of the corporate trainingbudget.
Circle of Fellows
• Develop procedures necessary to join and recruit candidates of circle of fellows.
• Interview circle of fellows applicants and submit to the Management Committeefor approval.
• Review and administers programs, procedures, and guidelines to align the members of circle of fellows with the strategic goals of the Institute.

Functions and Responsibilities
Working under the overall supervision of the Project Manager, the Junior Professional Officer/Water Resources Engineer will perform the following functions and responsibilities:
- Assist in the identification of project development opportunities, development of project concepts and proposals, and development of new initiatives and responses to emerging issues;
- Support timely and quality preparation and implementation of project work plans, monitoring plans, and training plans, adhering to the required approval processes
- Participate in preparation of terms of reference and contract for consultants and assist in overseeing the work of consultants
- Assist in the collection and updating project data and information related to the river basin. Also maintain and manage a database about the project activities and maintain a consolidated list of current and developing projects.
- Support other relevant activities in the project as a team member, as deemed necessary
Qualification and Experience
- An Advanced degree in Water Resources Engineering, Land and water management or related field with supplementary experience in Water Resource Management and Development.
- At least 2 years of progressively responsible work experience in Water Resources Engineering or management related fields.
- Excellent writing, networking, communication, presentation and reporting skills
- Fully computer literate and familiar with Microsoft Office and technical software packages.
- Knowledge of GIS, remote sensing and Water Resources modeling applications
- Fluency in spoken and written English language.

Description
Reporting to the Maintenance Training Superintendent we seek to appoint a Senior Electrical Trainer at our Bulyanhulu gold mining operation in Tanzania. The Senior Electrical Trainer will be responsible for the development, implementation, and training of all electrical, instrumentation and refrigeration equipment. He/ She will make courses available and accessible to as many people as possible via flexible delivery strategies.
The Senior Electrical Trainer will be responsible for developing employee skills, knowledge, and attitudes commensurate to the goals of the program and effectively using materials and equipment to meet goals in such a manner that each employee has the most opportunity for personal growth and advancement.
KEY RESULT AREAS/ESSENTIAL FUNCTIONS
• Prepares and develops training courses in the relevant trade area which includes the course outline, lesson plans, student hand outs, teacher’s presentation, training aids and evaluation documentation.
• Ensure best practices are used when delivering training courses.
• Ensure promotion pathways are developed and implemented.
• Provide ongoing guidance and development of training staff.
• Provide educational pathways that lead to international qualification.
• Involve relevant parties in the decision making process to indentify course requirements.
• Identify a range of evaluation strategies to accommodate individual needs.
• Ensure no promotion bottlenecks are caused by maintenance training.
• Maintain training records for BGM employees attending the MTC.
• Carry out production maintenance work both on surface and underground as required.

PROFESSIONAL SKILLS
Education Requirements:
• An Electrical Trade Certificate from a recognised training institution.
• A teaching qualification from a recognised training institution.
• Advanced Trade Certificate or Electrical Diploma.
Experience Requirements:
• Sound experience at Electrical Services Tradesman level.
• At least three years experience in a teaching position or as an on-the-job trainer.
• Experience on the installation and repair of refrigeration and air conditioning systems up to 8kW cooling capacity.
• Experience on calibration, repair and replacement of components in process control loops.
• Exposure to the challenges of operating in remote sites and in particular in developing countries.
• Knowledge of domestic and mining electrical installations.
• Knowledge of the international wiring rules to IEC standards.
• A strong personal commitment to implement electrical policies and procedures, with the ability to foster strong safety culture among electrical personnel.
• Ability to mentor and work with people from a wide range of nationalities and cultures and the willingness to share skills and knowledge with others.
• Excellent planning, organisation skills, with demonstrated ability to manage multiple responsibilities and the self-discipline to achieve tasks on time
